Regulation of Wood Packaging in International Trade (ISPM 15)

International trade, with its constant flow of goods between countries and continents, requires strict regulations to ensure protection against the spread of pests and diseases that may affect ecosystems and agriculture. One of these fundamental regulations focuses on wood packaging used to transport products, known as the International Standard for Phytosanitary Measures No. 15 (ISPM 15).

What is ISPM 15?

ISPM 15 is an international regulation established by the International Plant Protection Convention (IPPC) to mitigate the risk of introduction and spread of forest pests through wood packaging in international trade. It was first adopted in 2002 and has been implemented by numerous countries worldwide.

What does ISPM 15 require?

ISPM 15 sets specific requirements for the thermal treatment or fumigation of wood packaging to eliminate larvae, insects, and other harmful organisms that may be present in the wood. These requirements are designed to ensure that wood packaging used in international trade is safe and does not pose a risk to the ecosystems and agriculture of importing countries.

Treatment Process

According to ISPM 15, the treatment of wood packaging must be carried out using methods approved by the IPPC. The two main methods are:

  1. Heat Treatment: Involves heating the wood to a specific temperature for a predetermined period to eliminate any living organisms present in it. The treated wood must reach a minimum temperature of 56°C for at least 30 minutes.
  2. Fumigation with Methyl Bromide: This method involves exposing the wood packaging to high concentrations of methyl bromide, a toxic gas for living organisms. However, the use of methyl bromide has been reduced due to environmental and public health concerns, and many countries have banned its use.

Marking and Certification

Once the wood packaging has been treated according to ISPM 15 requirements, it must be visibly marked with an international compliance stamp. This stamp indicates that the wood packaging complies with phytosanitary regulations and is authorized for use in international trade. Additionally, a phytosanitary treatment certificate is issued for each batch of treated wood packaging, which must accompany the goods during transportation.
